As chief of staff of the Southwest Florida Water Management District, David Rathke oversees the Division of Management Services and the Public Affairs Bureau. Rathke began his career at the District in 2001 and has held the positions of director of the Community & Legislative Affairs Department and assistant director and program director for the previously named Communications and Community Affairs Department.
